NEW – response to an ITC request
As communicated in Circular no. 1917, starting 1 January 2025, a simplified International Transfer Certificate (ITC) procedure will apply to preclude member associations from rejecting the issuance of an ITC.
When an ITC is requested in a transfer, the former association will have two options: to deliver the ITC or request the cancellation of the transfer. Please be reminded that a transfer cancellation applies onlywhen the transfer contains incorrect information.
Note: FIFA will still intervene in transfers involving disputes raised by the new association following the rejection of an ITC, subject to such intervention being requested prior to 1 January 2025 at midnight (CET).
UPDATE – ITC response timeline
To ensure a more efficient transfer process, the ITC response timeline will be reduced from seven days to three days. Please note that TMS counts days in 24-hour increments, beginning at midnight on the day after the ITC is requested.
Should the former association not respond to the ITC request within 72 hours, the new association will be able to immediately register the player with the new club.
Note: At midnight (CET) on 1 January 2025, the status of those transfers for which the three full days of the ITC countdown have elapsed will be changed to “Awaiting registration confirmation”.
UPDATE – reasons for a cancellation request
When requesting a transfer cancellation, please ensure that it is for one of the following reasons:
Wrong reason selected for last contract end date
Incorrect last contract end date
Incorrect counter club
Incorrect counter association
Kindly note that the “Other reason” option will no longer be available. If your specific reason is not listed among the options, please review the transfer carefully, as a cancellation request may not be applicable.
