In certain cases, when the new and former clubs are affiliated to an MA or MAs in the EU or EEA, in order to retain its entitlement to training compensation, the player’s former club in the relevant transfer is required in the EPP either to:

  • submit proof that it made a professional contract offer to the player (“contract offer”); or
  • submit reasoning as to why it did not make a professional contract offer but should, nevertheless, be entitled to training rewards (“exemption of contract offer”).

 

The contract offer or exemption of contract offer must be submitted in TMS by the training club during the EPP review process (when the EPP’s status is shown as “Review”). The EPP review process must last fifteen days and all information is subject to FIFA’s approval.

Submitting a contract offer 

To submit a contract offer, click on the three dots and then on “Upload contract offer”:



The “Document upload – contract offer and delivery confirmation” window will appear. Upload the supporting documentation and click on “Save” to submit the information.



Once submitted, the contract offer will appear under the relevant line in the EPP. The EPP’s status will continue to show as “Review” until the EPP review process is complete.


Submit an exemption of contract offer 


To submit an exemption of contract offer, click on the three dots and then on “Upload exemption of contract offer”:


The “Document upload – exemption of contract offer” window will appear. Upload the supporting documentation and click on “Save” to submit the information.



Once submitted, the contract offer will appear under the relevant line in the EPP. The EPP’s status will continue to show as “Review” until the EPP review process is complete.
