Important: FIFA Clearing House Regulatory Updates

Dear TMS user, C&P Manager, 


We would like to inform you of important regulatory changes approved by the FIFA Council on 9 May 2025, which will come into effect on 1 August 2025. These changes to the FIFA Clearing House Regulations are designed to enhance the efficiency, security, and clarity of processes related to training rewards’ payments via the FIFA Clearing House (FCH) in Paris.


Key changes: 

  • New Client Portal: FCH will launch an secure online platform to facilitate the onboarding of clubs and member associations and give them visibility on upcoming payments.
  • Shift to a Business Relationship Model: moving away from a transactional approach based on Allocation Statements, clubs and associations will be accredited by FCH for multiple payments over a defined period.
  • Clarified responsibilities for Member Associations: club contact details will need to be provided by their member associations within 15 days of the request by FIFA and sanctions will apply in case of failure to do so.


Important information for you: 

  1. Transition to New Client Portal: clubs and member associations will be contacted directly by FCH starting with a pilot project in June and continuing in the months from July to the end of the year. During this transition period, please be aware that there may be a delay in processing some Allocation Statements and payments may still be processed via the ‘old’ system.
  2. Streamlined Compliance Assessment: the new Portal will enable a quicker restart of the accreditation process — no need to request to FIFA a re-submission of Allocation Statements for a change of contact or wait 6 months following a failure.
  3. Obligations for member associations: ensure your clubs' contact information is complete and updated in TMS, or your National Registration System if your association implemented the automated synchronization of C&P Managers.
