Please read this Privacy Notice carefully to understand how FIFA processes your personal data when you access and use the FIFA TMS Help Centre ("Help Centre").
In this Data Protection Policy, "you" means any visitor, registered user or individual interacting with the Help Centre.
The Help Centre is hosted on the Freshdesk customer service platform and provides publicly accessible guidance, support resources, FAQs, communications, document libraries and other materials relating to the FIFA Transfer Matching System ("TMS"). Certain support functionalities are available only to authenticated TMS users.
This Privacy Notice has been drafted in English and may be translated into other languages. In the event of discrepancies between the English and translated versions, the English version shall prevail.

1. International Transfer
Your information is processed in Switzerland and in the European Economic Area ("EEA"), and may be processed elsewhere depending on the location of affiliates, business partners, and other entities who are permitted to access such information under the terms of this Data Protection Policy. Locations outside the EEA may include countries which may not assure an adequate level of data protection according to applicable laws in the EEA and Switzerland. If FIFA processes your personal information outside the EEA, all reasonable steps will be taken to ensure that your personal information is treated as safely and securely as it would be within the EEA and Switzerland and under the Swiss Data Protection Act ("DPA") and the General Data Protection Regulation ("GDPR"). Transfers outside the EEA or Switzerland rely on adequacy decisions or SCCs approved by the European Commission, ensuring equivalent protection for your personal data.
2. The collection of personal data and how FIFA uses it
The processing of personal data carried out through the Help Centre will always have a lawful basis.
FIFA processes personal data for the following purposes:
- Providing access to TMS guidance materials, FAQs, communications, user guides and educational resources.
- Managing and responding to support requests submitted through the Help Centre.
- Receiving and addressing article feedback submitted by users.
- Administering Help Centre user accounts linked to TMS authentication services.
- Improving Help Centre performance, usability and content quality through analytics technologies where appropriate consent has been obtained.
- Protecting the security, integrity and availability of the Help Centre.
- Complying with FIFA's legal and regulatory obligations.
- Establishing, exercising or defending legal claims.
Depending on the circumstances, FIFA may rely on one or more of the following legal bases for processing personal data:
- FIFA's legitimate interests in providing user support and maintaining the Help Centre.
- Performance of contractual obligations relating to TMS services.
- Compliance with legal obligations.
- Consent, where required, including for analytics cookies and similar technologies.
- Protection of FIFA's legitimate business and security interests.
3. The personal data FIFA collects
Depending on how you interact with the Help Centre, FIFA may collect and process the following categories of personal data.
3.1. Public Visitors
When you visit the Help Centre, FIFA and its service providers may collect:
- IP address.
- Browser type and version.
- Device information.
- Operating system information.
- Date and time of access.
- Website usage information.
- Cookie identifiers and similar technical data.
3.2. Article Feedback
Where a user submits negative feedback on an article, the user may be asked to provide:
- Email address.
- Feedback content.
- Article reference information.
- Date and time of submission.
The email address may be used to create a support ticket and enable FIFA to contact the user regarding the feedback provided.
3.3. Support Requests and Tickets
When submitting a support request through the Help Centre, FIFA may process:
- Name.
- Email address.
- FIFA ID.
- Club or Member Association affiliation.
- Username and account identifiers.
- Support request details.
- Communications exchanged with FIFA support personnel.
- Attachments and supporting documents uploaded by users.
Depending on the nature of the support request, submitted information may contain player data, dates of birth, FIFA identifiers, contracts, payment evidence, screenshots, identity documents and other information voluntarily provided by users.
3.4. Authentication Information
For registered TMS users accessing the restricted ticketing area, FIFA may process authentication and account-related information necessary to provide access via TMS Single Sign-On ("SSO").
4. Cookies
The Help Centre uses cookies and similar technologies to operate the website and improve user experience.
These technologies may include:
- Strictly necessary cookies required for the operation of the Help Centre.
- Security-related cookies.
- Performance and analytics cookies.
- User preference cookies.
Cookies are small data files which are transferred to your computer's hard disk in order to remember information like registration IDs and passwords. A cookie will typically contain the name of the domain from which the cookie has originated, the lifetime of the cookie and various values.
FIFA currently uses Google Analytics to understand how users interact with the Help Centre, assess content performance and improve user experience. Google Analytics and any other non-essential analytics technologies will only be activated after the user has provided any consent required under applicable data protection and e-privacy laws through FIFA's consent management solution.

You may manage your cookie preferences at any time through the cookie preference centre made available on the Help Centre.
5. Information Sharing and Disclosure
FIFA may send personal data about you to third parties when:
- You specifically acknowledge and agree that FIFA may disclose your personal data to third parties contributing to the delivery of services requested by yourself.
- FIFA needs to share your personal data to provide a product or service you have requested.
- FIFA provides personal data to companies which provide services on behalf of FIFA under data processing agreements containing appropriate safeguards for personal data in accordance with applicable data protection laws, including Freshworks/Freshdesk, which provides the Help Centre platform and related support services.
- FIFA needs to respond to subpoenas, court orders or legal processes including competent public authorities, regulators, law enforcement agencies or courts where required by law.
- FIFA believes it is necessary, at its sole discretion, to investigate, prevent, or take action regarding illegal activities, suspected fraud, emergency situations involving potential threats to the physical safety of any individual, violations of our Terms located at Terms of Service, or as otherwise required by law.
- You have freely consented to your personal data being shared with FIFA's commercial affiliates and/or contractual partners to be informed about their products and services.
Personal data may be processed in Switzerland, the EEA, or other jurisdictions. Where data is transferred outside the EEA or Switzerland, FIFA ensures appropriate safeguards are in place in accordance with the Swiss Data Protection Act (DPA) and the General Data Protection Regulation (GDPR).
6. Security
FIFA wants you to feel confident about using the Help Centre. For this reason, FIFA has implemented adequate technical and organisational measures designed to secure your personal data from accidental loss and from unauthorised access, use, alteration or disclosure. However, FIFA cannot guarantee that unauthorised third parties might not maliciously access your personal data.
FIFA has implemented procedures to react in case of unauthorised access, use, alteration or disclosure of personal data. If you suspect such an incident has occurred, please get in touch with FIFA via dataprotection@fifa.org.
If you communicate with FIFA by email, please note that the secrecy of internet email is uncertain. By sending sensitive or confidential email messages or information which are not encrypted, you are accepting the risk of a possible lack of confidentiality over the internet.
7. Your rights
You have the following rights under the FDPA and GDPR:
- The right to be informed about FIFA's collection and use of personal data.
- The right of access to the personal data FIFA holds about you.
- The right to rectification if any personal data FIFA holds about you is inaccurate or incomplete.
- The right to deletion, i.e. the right to ask FIFA to delete any personal data we hold about you.
- The right to restrict the processing of your personal data.
- The right to data portability, i.e. obtaining a copy of your personal data to re-use with another service or organisation.
- The right to object to FIFA using your personal data for particular purposes.
- The right to revoke a given consent at any time.
- Further rights with respect to the objection to automated decision-making and profiling.
If you have any cause for complaint about FIFA's use of your personal data, please contact FIFA's dedicated team at dataprotection@fifa.org. We may require you to provide verification of your identity. If you are not satisfied with our response, you always have the right to lodge a complaint with the Swiss Federal Data Protection and Information Commissioner ("FDPIC") or the competent data protection authority within the EEA. Please note that in certain circumstances FIFA may withhold access to your personal data where FIFA has the right to do so under applicable data protection legislation.
8. Retention and deletion of personal data
FIFA retains personal data only for as long as necessary to fulfil the purposes described in this Privacy Notice, comply with applicable legal obligations, resolve disputes and enforce agreements.
Help Centre Content
Publicly available articles, FAQs, communications and guidance materials may be retained for as long as FIFA determines necessary to support regulatory guidance and operational purposes.
Support Tickets and Article Feedback
FIFA intends to retain personal data contained in support tickets, article feedback submissions, attachments and related communications for as long as necessary to manage and resolve the relevant ticket, request or interaction, and for a limited period thereafter. Where necessary, FIFA may retain certain information for longer periods to comply with legal or regulatory obligations, resolve disputes, establish, exercise or defend legal claims, enforce its rights, or protect its legitimate interests.
Analytics Information
Where users have consented to the use of analytics technologies, FIFA may collect and process information regarding the use of the Help Centre to better understand user interactions, improve content and enhance the user experience. Analytics data will be retained in accordance with the retention settings configured for the relevant analytics platform and FIFA's internal governance requirements. Users may withdraw their consent at any time. Following withdrawal of consent, FIFA will cease collecting analytics information through technologies that rely on consent.
9. Search Engines and Public Content
The Help Centre is intended to operate as a publicly accessible knowledge platform.
The following categories of content may be publicly accessible and indexed by search engines:
- Home page content.
- Knowledge articles.
- FAQs.
- Communications.
- User guides.
- Educational resources.
- Document libraries.
- Privacy and legal notices.
Support tickets, support interactions and restricted user account areas are not intended to be publicly accessible and are configured to remain available only to authorised users.
FIFA has implemented measures intended to prevent support tickets and restricted user areas from being indexed by search engines.
10. Links to other sites
If any part of the Help Centre links to other websites external to FIFA, those websites do not operate under this Data Protection Policy. If you choose to visit an advertiser or click on another third-party link, you will be directed to that third party's website. FIFA does not exercise control over third-party websites and therefore recommends that you read and understand the data protection policies posted on these other websites to understand their procedures for processing, collecting, using and disclosing personal data.
11. Changes to this Data Protection Policy
This Data Protection Policy may be amended from time to time. If FIFA amends this Data Protection Policy, any changes will be immediately posted on the Help Centre and you will be deemed to have accepted the terms of the Data Protection Policy on your first use of the Help Centre following the alterations.

13. Precedence
In the event that the provisions of this Data Protection Policy conflict with the provisions of a third-party data protection policy, the provisions of this Data Protection Policy shall prevail.
14. Jurisdiction and applicable law
This Data Protection Policy and all matters arising out of or related to this Data Protection Policy shall be governed by the substantive laws of Switzerland, without regard to conflicts of laws and principles thereof.
Any controversy, claim or dispute between you and FIFA arising out of or relating to this Data Protection Policy shall be subject to the exclusive jurisdiction of the competent Courts of the City of Zurich 1, and each party hereby irrevocably consents to the jurisdiction and venue of such courts.
