Decommissioning of the Intermediary Regulations Tool

Dear TMS user,


We would like to inform you that after eight years of providing service to member associations and clubs, the Intermediary Regulations Tool (IRT) will be closing down on 31 October 2023.


In preparation for the IRT decommissioning, we invite your association to review and export the intermediary registrations that are entered and processed in TMS until 30 September 2023. This functionality is explained in our Help Centre section Exporting the intermediary registrations for annual report and will be available in TMS until 31 October 2023.


As you know, the main objective of the IRT was to help member associations and their affiliated clubs be compliant with the FIFA Regulations on Working with Intermediaries that came into force on 1 April 2015.


On 1 October 2023, the new FIFA Football Agent Regulations (FFAR) will come into force, replacing the previous regulations from 2015. The new regulations have established some fundamental changes to the regulatory framework governing agents, for example:

  • Re-introduction of mandatory licensing system, which includes further education requirements to raise professional standards
  • Effective dispute resolution system to resolve disputes between agents, clubs, players and coaches
  • Prohibition of multiple representations to avoid conflicts of interest
  • All commissions paid via the FIFA Clearing House to guarantee financial transparency
  • Cap on commissions to avoid excessive and abusive practices and to protect the good functioning of the transfer system

In line with the FFAR, some changes will be made to TMS on 1 October 2023. All TMS users will receive release notes in due course with further information on these changes.
