New principles for player identification

[Sent to all TMS association users on 14 January 2025]

Dear association TMS user,

In preparation for the upcoming peak transfer period, we would like to remind you about the importance of identifying the player involved in transactions in TMS, thus ensuring that the player history is captured correctly and training rewards are duly triggered.

In this respect, we would like to introduce three new principles for player identification in TMS:

1. Avoiding the creation of new players or FIFA IDs in TMS

2. Taking over player FIFA ID ownership in your National Registration System (NRS)

3. Resolving duplicate FIFA IDs with the help of the Data eXchange Platform (DXP)

Principle 1: Avoiding the creation of new players or FIFA IDs in TMS

In principle, all players registered with an association have a FIFA ID, a worldwide unique identifier assigned by FIFA Connect ID when associations register a player in their NRS.

For all players without a FIFA ID in TMS, the system will try to assign a FIFA ID as soon as they are involved in a transfer, as explained in our Help Centre.

In order to avoid generating duplicates, kindly note the following:

- When entering a new transaction in TMS, avoid creating new players. First, search for the player in the “Stakeholders” tab. Selecting an existing player in a transfer speeds up the process, as the player will not need to be confirmed by the former association.

- As the former association, when confirming or rejecting a newly created player, check the FIFA ID in your NRS to see whether the player is a potential duplicate; if so, inform the new association accordingly.

- As the new association, when resolving player duplicates, avoid creating new FIFA IDs in TMS. If you are not sure about the existing FIFA ID, contact the former association. Kindly note that the option of creating new FIFA IDs in TMS is expected to be removed later this year.

Principle 2: Taking over player FIFA ID ownership in your NRS

You need to make sure that you are a data owner for every player who is currently registered with your association. As a data owner, you are able to update and merge players in your NRS and consequently in TMS.

When your association confirms the registration of a player in TMS, you should also take over ownership of the player’s FIFA ID in your NRS, as explained in the Connect Help Centre.

If you contact the TMS Helpdesk to request an update or the merging of players with FIFA IDs, we will request that you first take over the player ownership and make the changes in your NRS. We will then be able to reflect the changes in TMS.

Principle 3: Resolving duplicate FIFA IDs with the help of the DXP

When there are potential player duplicates with FIFA IDs, associations owning this data first need to resolve the duplicates in their NRS with the help of FIFA’s DXP tool. Please refer to the Connect Help Centre for more guidance and contact support.id@fifa.org for any related questions.

Once the matter has been resolved in the respective NRS, we will be able to reflect this in TMS.

We thank you, as always, for your continued collaboration and remain at your disposal for any further questions.

Kind regards,

TMS Helpdesk
