Introduction
All validation exceptions need to be resolved by the FIFA Disputes & Regulatory Applications Department (“Disputes & Regulatory Applications”), except for the player confirmation, which is the responsibility of the former association (see “Player confirmation”).
A request to override a validation exception must be submitted by the new association via TMS. An override is granted only in exceptional circumstances and at the discretion of Disputes & Regulatory Applications.
The new association may request FIFA’s intervention for the following validation exception statuses:
- New club is currently serving a registration ban
- Request date is outside the new association’s defined registration periods
- Out-of-contract transfer prior to next registration period
- Amateur transfer prior to next registration period
- The ITC request has been rejected by the former association and the rejection has been disputed by the new association
- The maximum cap on loans has been exceeded by the new club
- The maximum cap on loans has been exceeded by both clubs
The former association may request FIFA’s intervention for the following validation exception statuses:
- The maximum cap on loans has been exceeded by the former club
- The maximum cap on loans has been exceeded by both clubs
Requesting intervention
To request the intervention of Disputes & Regulatory Applications, click on “Request intervention” for the relevant transfer instruction.

Scroll to the bottom of the transfer summary and select “Request intervention”.

Upload the official request letter and click “Request intervention”. You may upload additional documents by repeating this process.

A request for intervention uploaded by the new or former association is visible to all parties involved in the transfer and FIFA.
Once Disputes & Regulatory Applications responds to your request for intervention, you will receive a notification on the dashboard under the category “Communications from FIFA” under “International transfer”. Click on “View details” to view FIFA’s response to your request (document category “FIFA Intervention”).
By clicking on “View details”, the task will disappear from the list.
If Disputes & Regulatory Applications overrides the validation exception, the transfer process will resume. For example, if the transfer had the status “Request date is outside new association’s defined registration periods” after the ITC was requested, the transfer will move to “Awaiting ITC delivery” status after the validation exception has been overridden.
If Disputes & Regulatory Applications does not authorise an override of the validation exception, the transfer will remain in validation exception status for historical purposes. If the matter is referred to the single judge for the decision and no override of the validation exception is granted, the transfer will move to “Rejected by FIFA” status.
The intervention letters uploaded by FIFA Disputes & Regulatory Applications Department are only visible to the relevant association and FIFA, except for the documents uploaded under the “FIFA intervention – registration notification” category, which are always visible to both associations.
Other requests for intervention
If your transfer is blocked because the counterparty is not cooperating, contact the counterparty to try to resolve the matter. If the problem persists, you may request an intervention on the transfer concerned by following the steps below.
Regulatory Compliance has been authorised by the FIFA Disciplinary Committee to impose sanctions in certain circumstances where its investigations expose evidence of non-compliance including, but not limited to:
- Failure to confirm the player
- Failure to enter the counter instruction
- Failure to upload a proof of payment
