Becoming a TMS user

These are the minimum user requirements established by FIFA. Each Member Association can define additional requirements based on its jurisdiction.

Important information about TMS users

Clubs and Member Associations must ensure they have the necessary know-how to fulfil their obligations in TMS. In this regard, they must appoint a TMS manager and train any replacement, if required, to ensure that they are always in a position to fulfil their obligations in TMS (see “Obligations of users”).

Member Associations are required to have at least two active TMS users at all times. Clubs are not required to have additional TMS users, although appointing additional TMS users is strongly recommended so that they can assist the TMS manager or provide cover during the manager’s absence.

Note: TMS users may only be designated for clubs with the status “Active”.


Requirements for becoming a TMS manager

The TMS manager is the organisation’s main point of contact for FIFA and is the principal person who will receive letters and information sent by FIFA.

The TMS manager must therefore have full access to all the organisation’s activities in TMS, i.e.:

  • international transfers of professional players and amateur players
  • international transfers of male players and female players
  • minors (Member Associations only)
  • claims
  • domestic transfers of male players and female players (if applicable)

The main contact person must therefore be available to respond to all TMS requests received from FIFA or other users. In this regard, it is important that the contact details of TMS users are up to date at all times (see “Editing TMS user details”).


Account management

Accounts for new TMS users can be requested directly via TMS (see “Adding new TMS users”). Any user deactivation shall be communicated promptly to the TMS Helpdesk (see “Deactivating existing TMS users”).

When a club is disaffiliated, all TMS users in the organisation are automatically deactivated. If the club returns to “Active” status, its TMS users can be reactivated only at the request of the Member Association through the TMS Helpdesk. Reactivation may not be requested while the club is in "Disaffiliated" status.

Prior to accessing TMS, each organisation and each user must read and agree to the “Terms of use of FIFA services” and the “TMS service descriptions” to ensure that the confidentiality of the system is maintained (see “Confidentiality and security in TMS”). All users are subject to a background check before gaining access to TMS.

While access to TMS by participating clubs and Member Associations is always guaranteed, individual user access may be refused or revoked in the event of unacceptable behaviour. In this regard, the FIFA Regulatory Governance & Compliance Department is responsible for managing user access and defining the eligibility criteria for authorised users (see list of requirements below).

Access to TMS may also be revoked for security purposes if no user activity is recorded within the platform for more than 18 consecutive months. Access can be reactivated upon request by the Member Association; however, users must first complete the required training on the e-learning platform and obtain certification before a reactivation request can be submitted.


TMS user requirements

To be eligible to become a TMS user, an individual:

  1. shall be a direct employee of the relevant club or Member Association. If the organisation has no employees, a volunteer or executive member may be permitted to act as a TMS user, provided that the person is committed to the organisation and acts on its behalf in TMS.
  2. shall be trained to use TMS by a TMS user of the relevant association or club, or by completing the TMS e-learning training programme;
  3. shall have basic computer skills;
  4. shall have a good working knowledge of at least one of the following official FIFA languages: English, French or Spanish;
  5. shall pass a background check run by FIFA, ensuring in particular that the prospective user has never been convicted of a criminal charge regarding matters related to: organised crime, drug trafficking, corruption, bribery, money laundering, tax evasion, fraud, match manipulation, misappropriation of funds, conversion, breach of fiduciary duty, forgery, legal malpractice, sexual abuse, violent crimes, harassment, exploitation of child or vulnerable young adult trafficking, and/or similar;
  6. cannot be an active TMS user for more than one organisation at the same time;
  7. cannot hold any position or perform any activity that could generate a conflict of interest;
  8. cannot be a professional football player;
  9. cannot be a football agent;
  10. shall provide a personal email address (corporate if possible) that is not general or shared; and
  11. shall be 18 years of age or older.

Document required to activate new users

Proof of identity of the new user – a valid official government document in Latin script that features the user’s:

  • photograph;
  • full name;
  • nationality;
  • date of birth; and
  • signature.

If the proof of identity is not in Latin script, a translation into English, French or Spanish must be provided together with the official document.
