Before starting a claim under the “Claims” module in TMS, we advise all users to consult the following:
- The scope of the Claims module
- The Procedural Rules Governing the Football Tribunal (outlining time limits and rules regarding advances of costs).
Claims must be entered in TMS by the club holding a TMS account or, in the case of a club without a TMS account, by the Member Association concerned.
It is the responsibility of all clubs and Member Associations to check the “Claims” module in TMS at least every three days and pay particular attention to any petitions or requests for statements.
The claims process in TMS is outlined below. See the corresponding sections for further guidance.

The claimant is the party starting the claim process.
Submitting and completing a claim
- The claimant enters the solidarity contribution or training compensation claim.
- FIFA then reviews the claim, and if information is missing or unclear, requests the claimant to complete the claim.
Responding to a claim
- FIFA asks the respondent club to submit its position.
Second submission
- If needed, a second round of submissions can be initiated by FIFA. The claimant must reply to the respondent’s response.
- FIFA requests all relevant parties (respondent and potentially the former club) to respond to the second submission.
Decision and grounds
- Once FIFA has all the required information, the investigation phase is closed. At that stage, FIFA may still request additional information from the relevant parties.
- The assigned judge issues a decision and the parties are notified accordingly. The parties can request the grounds within ten days of notification of the decision.
