Introduction
If one of your affiliated clubs wants to transfer a minor player internationally, your Member Association must submit a minor application in TMS to request the prior approval of the Players’ Status Chamber (hereinafter “PSC”; cf. art. 19 par. 4 of the Regulations on the Status and Transfer of Players, hereinafter “the Regulations”).

The international transfer of a minor player must be processed in TMS in accordance with Annexe 3 of the Regulations. Subject to the exceptions listed in art. 6 par. 3 of the Regulations, the international transfer instruction must be entered and confirmed in TMS during an open registration period of the new Member Association and may be left in “Awaiting ITC request” status until there is a decision on the minor application. If and when the PSC accepts the minor application, the new Member Association may request the ITC and the transfer instruction can proceed to the next stage (see “International and domestic transfers: scope”).
To request the ITC and proceed with the transfer, the following details must be the same in both the transfer instruction and the minor application:
- TMS ID of the player involved
- TMS ID of the new club
- Former association
- The player’s status at the new club
- The minor application type must be “International transfer”
If the minor application is accepted but the message “No corresponding minor application approved” still appears in the relevant transfer instruction, there may be an issue with the matching fields above. Creating the application
To enter a minor application in TMS, navigate to the “Minors” tab, click on “Create minor application” and select “International transfer”.
“Player” section
You must provide the details of the player involved in the minor application. Search for the player by entering their name, nationality, date of birth and/or player ID. If the player is in the TMS database, their name will appear in the drop-down list. To avoid creating a duplicate record, use the spelling of the player’s name shown on their proof of identity and verify their nationality or nationalities and date of birth. If the player is not in the TMS database, you can add the player manually by clicking on “Create new player”.
Once you have selected the player, their details will appear in the “Player” section.
You must then select the player’s status with the new club (either amateur or professional, cf. art. 2 par. 2 of the Regulations), as well as the reason for the application.
If you select the reason “The parents of the player moved for reasons not linked to football”, you must explain the reason for the parents’ move in the description field.
“From association” section
In the case of a minor application for the international transfer of a player, you must also select the association where the player was last registered.
“To association” section
Enter the club that wishes to register the player. If you cannot find the club in the TMS database, you may add it manually by clicking on “Add club”.
The new Member Association must select the new club from the list in TMS, so that the club can enter the transfer instruction in TMS accordingly. If the minor player is being registered as a professional (cf. art. 2 par. 2 of the Regulations) for the new club with the new Member Association, and the club is not in TMS, please submit a new user request for the club concerned via the “Stakeholders > Users” tab (see “Adding new TMS users”).
“Documents” section
Depending on the type of application you have entered, the system will ask you to upload certain mandatory documents. For more information, see the “Documents” section.
Confirmation
Once all mandatory documents have been uploaded, you may upload optional documents before clicking on “Confirm application”. After the application has been confirmed, it will no longer be possible for the new Member Association to remove any documents.
Check the relevant box to certify that all the information is true and correct, then click “Confirm application”.
Once you have confirmed the minor application, the status will change to “Awaiting counter approval” and the former Member Association will have seven days to submit its position regarding the minor application (approve or dispute). The former Member Association’s position does not stop the application process, but the PSC will take any information provided into account. After seven days, even if the former Member Association has not submitted its position, the minor application status will change to “Awaiting assignment”.
If you selected one of the humanitarian reasons for an international transfer, the former Member Association will not see the application and will not be able to submit its position. Once you confirm the application, its status will change to “Awaiting assignment”.
