This article refers to the following provisions of the FIFA Regulations:
- Articles 19 and 19bis of the FIFA Regulations on the Status and Transfer of Players (RSTP)
A Member Association may submit a written request through TMS for a limited exemption from the obligation to request authorisation with regard to minors in accordance with art. 19 par. 4 c) of the Regulations on the Status and Transfer of Players.
If granted, the limited exemption applies only to amateur minor players who intend to register with purely amateur clubs and remains subject to the requirements of articles 19 and 19bis of the Regulations.
If a Member Association wishes to renew a limited exemption, it must submit a new request through TMS. Further information in relation to limited exemptions can be found in FIFA circular nos. 1209, 1576 and 1709.

Note: The international transfer of a minor player must be processed in TMS, see “Minors: scope”.
If your Member Association receives an ITC request for an amateur minor player where no minor application has been submitted, you can check in TMS under the “Stakeholders > Associations” tab if the new Member Association has a valid limited exemption.
Searching for associations with a granted limited exemption
To find out which Member Associations have a valid limited exemption, navigate to the “Stakeholders > Associations” tab and, using the search filters, select “Granted LME”. The system will show all Member Associations that have been granted a limited exemption that is still valid.
All Member Associations that have been granted a limited exemption are identified by the green Limited Minor Exemption icon under the Association ID.
Engaging an amateur minor player under a limited exemption
If a Member Association has a valid limited exemption and wishes to engage an amateur player based on that limited exemption, it may enter the transfer in TMS and select “Yes” in the relevant section of the transfer instruction (see “Engage an amateur player permanently”).
