To support the payment of training rewards, Member Associations must ensure that all player registrations and domestic transfers are processed through electronic systems integrated with FIFA Connect ID.
Any domestic transfer involving a transfer fee and any first registration of a player as a professional must be notified automatically to TMS through the relevant Member Association’s electronic NRS and domestic transfer system, through integration with FIFA Connect ID. This information may trigger the generation of an EPP to assess whether training reward payments are due (see “Electronic player passport process”).
FIFA provides two systems free of charge that are integrated with FIFA Connect ID: the Domestic Transfer Matching System (DTMS), which is a domestic transfer system, and the FIFA Connect Platform, which is a National Registration System (NRS).
Any domestic transfer with transfer fees (i.e. club-to-club payments) processed in DTMS will automatically be captured by TMS.
Any first registration as a professional that is processed in the FIFA Connect Platform will also be automatically captured by TMS.
If the necessary system integrations have not yet been implemented, a Member Association may exceptionally submit the following declarations manually in TMS, subject to the prior written approval of the FIFA general secretariat:
- the first registration of a player as a professional (shown on the platform as “first pro registration” and also abbreviated as “FPR”)
- the domestic transfer of a player for a fee, where club-to-club payments exist (“domestic transfer declaration” or “DTD”)
- with subsequent proof of every payment that was made from the engaging club to the releasing club (“proof of payment”).
Requesting permission to submit declarations manually
A Member Association that cannot yet submit this information automatically should send an official request to the TMS Helpdesk to seek the FIFA general secretariat’s approval to submit declarations manually in TMS.
