Introduction
On 22 December 2014, FIFA sent circular no. 1464 to all Member Associations concerning, among other matters, the introduction of article 18ter of the Regulations on the Status and Transfer of Players, which regulates the issue of third-party ownership of players’ economic rights. All third-party ownership agreements that predated 1 May 2015 could remain in force until their contractual expiry. However, they could not be extended.
All agreements signed between 1 January 2015 and 30 April 2015 could have a contractual duration of no more than one year from the effective date.
By the end of April 2015, all third-party ownership agreements were required to have been recorded in TMS. All clubs that signed such agreements were required to upload them in their entirety, including any annexes or amendments, in TMS, specifying the details of the third party concerned, the full name of the player as well as the duration of the agreement.
Viewing the uploaded third-party agreements
To view the third-party agreements you have uploaded, search for the player in question and click on “View details”.
Navigate to the “Third-party agreement library” section to view the details of the agreement. You can view only the agreements that your organisation has uploaded in ITMS. Click on “OK” to exit the library.
When entering new transfers, clubs are required to complete the third-party ownership declaration. If the former club declares “Yes” to the declaration, it must upload the third-party agreement even if this document was already uploaded in the third-party agreement library during the transition period.
